首先来说降调，降调常见于演讲等重要场合显示庄重，一般在句子结束时使用。比如开篇第一句话，in a world transformed，还有最后一句话，for ourselves in the world.
再来看升调，升调一般用于疑问句或陈述句的句中。在此段材料里，clear和 determined都是用来形容离开欧盟的这个决定，属于一个意群，所以用升调来表达句子内容还没结束，读作a clear↗ determined↗ decision
关于连读，辅音字母结尾＋元音首字母时要连读，比如in a,year ago,few of us,for ourselves.
